Expired Registration Citation Rule
Citation is valid starting the month immediately after the grace period ends.
Example (4-month grace period): plate expires March → grace period covers April, May, June, July → citation valid starting August.

Handicapped-Placarded Vehicles in Marked Handicap Spots
Guards do not cite or mark vehicles parked in marked handicap spots displaying a handicapped placard — no independent action without explicit board instruction.
This includes situations that would otherwise trigger a Suspected Stored Vehicle report — that report requires management approval when a handicap placard is involved.
Exception: if the placard is expired, guards can involve PD directly for citation.

REMINDERS
Tow Approval Citations — Internal Note Requirement
Some accounts require management approval before issuing a tow, once a certain threshold is hit (1st or 2nd citation on that account).
When a guard encounters this flag, they must add an internal office note (with the picture) so the Reports department sees it and knows to follow up with an email to the property manager for approval.
